The Brazilian Health Regulatory Agency (ANVISA) issued new labeling requirements for cosmetics, perfumes and hygiene products, providing that product composition must also be labeled in the Portuguese language. Companies have a one-year adaptation period to comply.



RDC Resolution n. 432/2020 from the Brazilian Health Regulatory Agency (ANVISA) provided that the labels of cosmetics, perfumes and hygiene products must contain a product composition, including chemical composition, in the Portuguese language. The Portuguese label may take the form of a complementary (or secondary) label affixed on the product, as long as integrity and legibility are guaranteed.

The Portuguese description of chemical composition must follow the Common Brazilian Denomination (DCB, in the Portuguese acronym) or other references provided by ANVISA. In case of non-existing Portuguese terms, the company must translate the specific chemical composition as stated in the International Nomenclature of Cosmetic Ingredients (INCI).

The updated version of the DCB can be found here (in Portuguese). The most recent update to the denominations was provided by RDC Resolution n. 435/2020. Companies can always submit to ANVISA proposals of inclusion, alteration and exclusion of DCB terms, using this form (in Portuguese).

Companies have until November 5, 2021 to comply with the new requirements. Non-compliance constitute a sanitary violation, as stated in Article 5 of the resolution.

The resolution follows a decision on a civil action lawsuit (0028713-35.2008.4.02.5101/RJ).
