The National Civil Aviation Agency (ANAC) enacted simplifying provisions to the regulatory framework for aircraft registration, aimed at reducing bureaucratic procedures. They relate to the digitalization of procedures and adherence to the Cape Town Convention on International Interests in Mobile Equipment.

Resolution n. 597/2020 from The National Civil Aviation Agency (ANAC) enacted simplifying modifications to the regulatory framework on aircraft registration, covered in ANAC Resolutions n. 293/2013 and 309/2014, aiming at reducing bureaucratic procedures.

The modifications cover the following:

  • Submission of registration documents: allowing for “ICP-Brasil” digital certificate signatures on digital-born documents, or for a registry-verified signature on digital documents, for those that must be submitted to ANAC within the Brazilian Aeronautical Registry (RAB, in the Portuguese acronym);
  • Foreign aircraft exchange contracts: clarifying that RAB only notes exchanged aircraft for fleet management purposes, which does not constitute aircraft registration;
  • Temporary transfers: removing the requirement on physically retuning registration certificates, given that those are now digital documents;
  • Cancellation of registration: prohibiting deregistration mid-processing suspensions, provided by the Irrevocable Deregistration and Export Request Authorization (IDERA), in line with the Cape Town Convention on International Interests in Mobile Equipment, internalized by Decree n. 8.008/2013.
