The Brazilian National Agency for Petroleum, Natural Gas and Biofuels (ANP) submitted to public consultation, for a period of 45 days, a draft resolution that revises product specifications and quality control rules for civil aviation fuel, introducing JET-A fuel provisions. The draft seeks to lower fuel costs for airway companies.

Public Consultation n. 2/2021 from the Brazilian National Agency for Petroleum, Natural Gas and Biofuels (ANP) seeks to collect public contributions to a draft resolution that revises the product specifications and quality control rules for civil aviation kerosene (QAV, in the Portuguese acronym), provided by ANP Resolution n. 778/2019.

The draft resolution’s main revision concerns to QAV-1 (JET-A1) product specification and requirements. It enables the import and the domestic production of JET-A type fuel, a product of lower complexity and, therefore, of lower costs. It also provides rules for JET-A and JET-A1 mixtures. The introduction of JET-A type fuel in the Brazilian market seeks to lower fuel costs for airway companies, while complying with international QAV standards – 2020 JET-A specifications from the American Society for Testing and Materials (ASTM International).

The draft resolution also provides modifications to QAV-C (other aviation kerosene mixtures) product specifications and to QAV distribution and resale rules, provided by ANP Resolutions n. 17/2006 and n. 18/2006.

Contributions can be submitted to this e-mail address until March 18. A public hearing will be held on March 26, whose instructions for participation will be posted five days before the event at the public consultation’s website, where the draft resolution, instructions for participation and more information can also be found (in Portuguese).
