The Brazilian Electricity Regulatory Agency (ANEEL) launched the first phase of a public consultation on a new regulatory framework for the establishment of hybrid power plants. It seeks to promote renewable energy by facilitating generation complementation and reducing operational costs.
Public Consultation n. 61/2020 from the Brazilian Electricity Regulatory Agency (ANEEL) aims at collecting public contributions on a Regulatory Impact Analysis (AIR, in the Portuguese acronym) concerning new regulation on hybrid power plants.
The presented AIR deals with different subjects concerning hybrid power generation, such as alterations on the emission of generation grants, issuing of discounts on the TUSD (distribution) and TUST (transmission) fees, provisions on automatic shut off, implementation of Special Protection Systems and modifications to transmission system procurement.
The AIR also proposes alternative solutions to the identified regulatory problems, relating to three specific goals:
- Facilitate grants of power plants with more than one generation source;
- Establish procurement mechanisms for the use of hybrid power plants;
- Enable the commercialization of energy generated at hybrid power plants.
