The Federal Government enacted the National Program on Green Growth, designed to promote sustainable development initiatives and the creation of sustainable jobs. A new inter-ministerial committee was established to oversee the climate change and sustainable development agenda.



The Federal Government, through Decree n.º 10.846/2021, enacted the National Program on Green Growth, designed to promote sustainable development initiatives and the creation of sustainable jobs. The new Inter-ministerial Committee on Climate Change and Green Growth (CIMV, in the Portuguese acronym), instituted by Decree n.º 10.845/2021, will provide the implementation of green initiatives, alongside the update and implementation of the National Program on Climate Change (Law n.º 12.187/2009).

The second article of Decree n.º 10.846/2021 provided the objectives of the new National Program on Green Growth, which include the conservation of forests, protection of biodiversity, reduction of greenhouse gas emissions, and sustainable use of natural resources. It also aims at generating green jobs, i.e., employment related to activities that improve social welfare and guarantee sustainable economic development. The new program will be implemented across four axes (article 4):

  • Economic and financial incentives;
  • Institutional transformation;
  • Green projects and initiatives prioritization; and
  • Research and Development.

Further details are provided in article 5. The CIMV must enact a resolution that details procedures, indicators, and targets until September 30, 2022 (article 6).

In addition, the second article of Decree n.º 10.845/2021 provided the attributions of the CIMV, which include the elaboration of directives for the Brazilian Government’s participation in the United Nations Framework Convention on Climate Change (UNFCCC), and the provision of recommendations and oversight of commitments related to Brazil’s Nationally Determined Contributions (NDC) within the Paris Agreement framework.

The CIMV is comprised of a decision-making body, whose regular meetings occur every six months (article 5), and a technical commission (CTCIMV), whose regular meetings occur every two months (article 8). Articles 11 to 14 defined focal points within the Federal Government for specific provisions within the international sustainable development regime.

The new inter-ministerial committee replaced the Inter-ministerial Committee on Climate Change (CIM, in the Portuguese acronym). According to the Ministry of Economy, the institution of the new committee will improve the integration of Federal Government bodies and crosscutting of initiatives since 11 ministries comprise the CIMV.
