The Federal Government launched the “Voo Simples” federal program on the modernization of civil aviation rules, through Ordinance n. 2.626/2020 of the National Civil Aviation Agency (ANAC). The program seeks to reduce regulatory barriers and administrative costs while guaranteeing safety for consumers and improving the business environment for companies.



Ordinance n. 2.626/2020 of the National Civil Aviation Agency (ANAC) instituted the federal program on the modernization of civil aviation legislation, named “Voo Simples”. The first cycle of the program will last until the end of 2021, and following cycles will be organized according to a regular two-year revision process by ANAC.

Under the guidelines of simplifying ANAC’s procedures, promoting sector efficiency gains, improving ANAC’s transparency and guaranteeing adequate treatment, aligned to international best practices, the program will undertake simplifying actions on the following initiatives (article 4):

  • Civil aviation professionals;
  • Flying simulator;
  • Aircraft registration;
  • Flight documentation;
  • Aircraft maintenance;
  • Aircraft and aircraft components certification;
  • Small-size companies;
  • Industry incentives;
  • Notification and sanctioning procedures;
  • Legal revision;
  • Security enhancement; and
  • Airport infrastructure.

The Federal Government anticipates more than 50 simplifying measures on those initiatives, in order to reduce bureaucratic and administrative costs, lower the impact of the pandemic and attract foreign investments. During the program’s launch, the legislation on the Integrated Systems of Regional Air Transports (SITAR, in the Portuguese acronym) – related to geographic restrictions without practical effects since 1991 – was revoked, seeking to facilitate the market-entry authorization process under the responsible governmental bodies.
