The Federal Government, through Decree n. 10.606/2021, introduced a new ten-year cycle to the Agriculture Sector Plan for the Consolidation of a Low Carbon Emitting Economy (ABC Plan, in the Portuguese acronym). The decree enacted an integrated information system and a technical committee.



The Federal Government issued Decree n. 10.606/2021, instituting an integrated information system and an oversight technical committee related to the Agriculture Sector Plan for the Consolidation of a Low Carbon Emitting Economy (ABC Plan, in the Portuguese acronym).

The ABC Plan, first developed in 2010, provided by Law n. 12.187/2009 – National Policy on Climate Change (PNMC, in the Portuguese acronym) –, is an initiative to mitigate the effects of climate change and carbon emissions in agricultural production, structured in a ten-year cycle. It now enters a new phase for the period 2021-2030.

The new cycle of the ABC Plan seeks to implement national initiatives for the incorporation of technologies in agricultural production that lower carbon emissions, as well as develop guidelines and certifications for sustainable agriculture.

The new decree instituted the ABC Plan Integrated Information System (SIN-ABC, in the Portuguese acronym), designed to promote transparency, offer technical support, and consolidate the systems from the following Federal Public Administration bodies:

  • Ministry of Agriculture, Livestock and Supply (MAPA) – ABC Plan Governance System (SIGABC, in the Portuguese acronym);
  • Central Bank of Brazil (BCB) – Rural Credit Operational System (SICOR, in the Portuguese acronym);
  • Brazilian Agricultural Research Corporation (EMBRAPA) – ABC Platform.

The decree also instituted the ABC Plan Oversight Technical Committee (CTABC, in the Portuguese acronym), structured to meet every semester.
