The Foreign Trade Chamber (CAMEX) at the Ministry of Economy enacted two resolutions that updated the lists of auto-parts under the regime of auto-parts not produced domestically. GECEX Resolution n.º 312/2022 updated the “reduction” framework of the regime, stemming from the 38th additional protocol to the Economic Complementation Agreement n.º 14, which establishes 2% import tariff rates for auto-parts treated as the “ex-tariff” regime, i.e., as capital goods (BK) or computer and telecommunication goods (BIT). The resolution included 668 auto-parts within 160 Mercosur Common Nomenclature codes (NCM, in the Portuguese acronym), altered the “Ex” designations of another 33 auto-parts (19 NCM codes), and excluded another 46 products (27 NCM codes).
GECEX Resolution n.º 313/2022 updated the “exemption” framework of the regime, provided by Law n.º 13.755/2018 and Decree n.º 9.557/2018 (Rota 2030 program), which exempts specific auto-parts that comprise the program from import tariffs. The resolution excluded seven products (seven NCM codes) and altered the “Ex” designation of another product.
