The Ministry of Agriculture, Livestock and Supply (MAPA) submitted to public consultation a proposal to revise the inspection and registry procedures applied to products destined for animal feeding. It aims at modernizing its regulatory framework.



The Secretariat of Agricultural Defense (SDA) at the Ministry of Agriculture, Livestock and Supply (MAPA), through Ordinance n.º 432/2021, submitted to public consultation a proposal to revise Decree n.º 6.296/2007, which regulates the inspection and registry procedures related to the production, commercialization, and use of products destined for animal feeding, including their raw materials (inputs). According to MAPA, the revision seeks to modernize the regulation, by establishing risk-based facility inspection and simplified registry procedures, and incorporating company requirements on automatic management programs applied to the production process.

The draft proposal is provided in the Annex of the aforementioned ordinance. The inspection procedures, carried out at customs sites (for the international and inter-state flow of goods), production facilities (including industrial and rural enterprises), storage facilities, and wholesaler and retailer facilities are described in articles 2 and 3 of the draft. The proposed registry categorization by facility type (production or storage) and risk-based classifications are provided in chapters “I” and “II” of the draft. Company obligations regarding automatic management programs are provided in article 41 of the draft.

Contributions must be submitted through SDA’s normative acts monitoring system (SISMAN) until December 11. Note: registration at SISMAN, via the SOLICITA system, is necessary to submit contributions, however, it requires a Brazilian Individual Taxpayers Registry (CPF).
