The Ministry of Infrastructure launched the “Future of the Port Sector” program (video launch available here), designed to foster the modernization of the main Brazilian ports and the improvement of the sector’s regulatory framework, as a means to improve the Brazilian logistics capabilities. The program expects positive results in governance, port management, technology incorporation, and quality and efficiency in port operations.
The program is structured in four axes: Regulatory improvement; Management and Modernization; Training; and Innovation. The regulatory improvement axis seeks the revision of the Decree n.º 8.033/2013 (Decree on the Ports Law), the revision of sector-specific regulation, such as Ordinance n.º 244/2013 (Port Authority Council procedures), and the creation of an ordinance on performance payments for the port administration (“HVM”). The other axes provide specific targets related to port management and logistics.
According to the Ministry of Infrastructure, some of the initiatives are already under implementation, following a regular meeting schedule with public and private stakeholders.
