The National Agency for Waterway Transportation (ANTAQ) launched a public consultation on the improvement of transparency mechanisms related to extra freight charges and surcharges applied in maritime navigation. They comprise ANTAQ’s 2020-2021 Regulatory Agenda.
The National Agency for Waterway Transportation (ANTAQ) launched Public Audience n. 16/2021, seeking to collect public contributions on the improvement of transparency mechanisms related to extra freight charges and surcharges applied in maritime transportation, comprising ANTAQ’s 2020-2021 Regulatory Agenda (item 2.3).
The new consultation process results from Public Consultation n. 4/2020, reported in the 16th edition of the Regulatory Report. Supported by the contributions received in the 2020 consultation process, ANTAQ recognized the lack of transparency and multiplicity of extra freight charges and surcharges currently applied, thus requiring the improvement of transparency mechanisms, as a means to minimize information asymmetry in maritime transportation.
The new public consultation submitted a preliminary regulatory impact analysis for public evaluation, through which ANTAQ opted for the regulatory solution of developing transparency booklets on those charges and reinforcing its supervision scheme under ANTAQ Resolution n. 7.586/2020, instead of the regulatory solution of providing the harmonization of those charges, considered to be less cost-effective.
