The National Civil Aviation Agency (ANAC) enacted three amending resolutions to the Brazilian Regulation for Civil Aviation (RBAC, in the Portuguese acronym), implementing regulatory updates provided by the “Voo Simples” Federal Government Program. They seek to modernize and simplify requirements, while improving regulatory compliance.



The National Civil Aviation Agency (ANAC) enacted three amending resolutions to the Brazilian Regulation for Civil Aviation (RBAC, in the Portuguese acronym), covering updates provided by the “Voo Simples” Federal Government Program. They seek to modernize and simplify regulatory requirements, while improving adherence to the provided rules.

The resolutions enacted by ANAC are listed as follows, and some of the updates include:

  • ANAC Resolution n. 606/2021: implemented section “K” to RBAC n. 91 (General requirements for civil aircraft operation), authorizing shared ownership of aircraft and providing general rules on shared ownership contracts, aircraft operation, and ANAC oversight;
  • ANAC Resolution n. 609/2021: expanded the rules of RBAC n. 161 (Aerodrome Noise Zoning Plans), revising the regulatory dispositions on the Specific Noise Zoning Plan (PEZR, in the Portuguese acronym) and the Basic Noise Zoning Plan (PBZR, in the Portuguese acronym);
  • ANAC Resolution n. 610/2021: simplified the requirements of RBAC n. 145 (Aircraft Maintenance Organizations), excluding document submission requirements that are redundant or unrelated to the regulatory objective.
